Wheelie bins on the pavement are ‘an obstruction of the Highway’ and against city policy. We don’t have this problem ourselves, but your instruction does seem a little unfair on those residents who do not have anywhere to store their bins, or whose landlords don’t provide facilities for bin storage. On the continent they solve this problem by providing community bins. Perhaps our council should consider such an option?
